I suggest leaving some whitespace around the border of your ID, but should you want a full bleed (colour all the way to the border of this ID), then you must make the file slightly larger (about 1/8″-1/4″ on all sides). In this way if you punch your cards out you may have colour which runs to all the way to the edge.
